The Croatian Paralympic Committee (HPO) is the highest non-governmental national sports association of athletes with disabilities, organized according to Paralympic standards and the principles of the international Paralympic movement, which in its sphere of activity at the appropriate level encourages and promotes the appropriate sports of persons with disabilities, i.e. sports activities of persons with disabilities, harmonizes activities of its members, organizes and implements the system of sports competitions for persons with disabilities, regulates issues related to the registration of athletes with disabilities, the status of athletes and other sports workers and the disciplinary responsibility of athletes and sports workers, cares for the improvement of professional work and the training of professional workers, and improvement of sports achievements, care of categorized athletes with disabilities, cooperates with state administration bodies, performs other tasks and tasks determined by the current Law on Sports and general acts of the HPO. Members of HPO are National Sports Associations (15), County Sports Associations (11) and City Sports Association of Persons with Disabilities (10).
Sports for persons with disabilities in Croatia began with the organization of sports and recreational activities for fighters of II. of the World War, so that on September 8, 1964, the “Croatian Association for Sports and Recreation of the Disabled” was founded in Zagreb. After the declaration of Croatian independence, the Executive Board of the Association for Sport and Recreation of the Disabled in Croatia at a meeting held on August 30, 1991, made a decision to suspend participation in the work of the Association for Sport and Recreation of the Disabled of Yugoslavia and to recall the delegates in the presidency of SSRI Yugoslavia.On May 6, 1993, the “Croatian Sports and Recreation Association for the Disabled” changed its name to the Croatian Sports Association for the Disabled by decision of the Assembly. According to the provisions of the Law on Sports, the Croatian Sports Association of the Disabled continues to operate as the Croatian Paralympic Committee from October 28, 2006.

Hrvatski paraolimpijski odbor (HPO) je najviša nevladina nacionalna sportska udruga sportaša s invaliditetom, ustrojena prema paraolimpijskim standardima i načelima međunarodnog paraolimpijskog pokreta, koja u svom djelokrugu na odgovarajućoj razini potiče i promiče odgovarajući sport osoba s invaliditetom, odnosno sportsku aktivnost osoba s invaliditetom, usklađuje aktivnosti svojih članica, organizira i provodi sustav sportskih natjecanja osoba s invaliditetom, uređuje pitanja koja se odnose na registraciju sportaša osoba s invaliditetom, status sportaša i drugih sportskih djelatnika te stegovnu odgovornost sportaša i sportskih djelatnika, skrbi o unapređenju stručnog rada i osposobljavanju stručnih djelatnika te unapređenju sportskih dostignuća, skrbi o kategoriziranim sportašima s invaliditetom, surađuje s tijelima državne uprave, obavlja i druge poslove i zadaće određene važećim Zakonom o športu i općim aktima HPO-a. Članice HPO su Nacionalni sportski savezi (15), Županijski sportski savezi (11) i Gradski sportski savez osoba s invaliditetom (10).
Šport osoba s invaliditetom u Hrvatskoj, počeo je organizacijom športsko rekreativnih aktivnosti boraca II. svjetskog rata, da bi u Zagrebu 8. rujna 1964. godine bio osnovan “Savez za šport i rekreaciju invalida Hrvatske”. Nakon proglašenja hrvatske samostalnosti, Izvršni odbor Saveza za šport i rekreaciju invalida Hrvatske na sastanku održanom 30. kolovoza 1991. godine donio je odluku o obustavi sudjelovanja u radu Saveza za šport i rekreaciju invalida Jugoslavije te o opozivu delegata u predsjedništvu SSRI Jugoslavije. 6. svibnja 1993. godine “Savez za sport i rekraciju invalida Hrvatske” odlukom Skupštine, mijenja ime u Hrvatski športski savez invalida. Odredbama Zakona o športu, Hrvatski športski savez invalida, od 28. listopada 2006. nastavlja djelovanje kao Hrvatski paraolimpijski odbor.
